The United Nations and its member regimes must sidestep the U.S. Constitution and the American people’s elected representatives to save the world from global warming, declared French Foreign Minister Laurent Fabius (shown). Speaking to representatives of African governments and dictators during UN “climate” talks in Germany on Monday, the Socialist Party foreign policy chief explained that the U.S. Congress would refuse to approve the proposed planetary climate regime. As such, the emerging agreement, set to be finalized in Paris later this year, must be imposed on the United States by the Obama administration and the UN — without the consent of the American people’s elected representatives or the treaty ratification process outlined in the U.S. Constitution. Obama has already indicated his support for the radical strategy.

The powerful Socialist Party foreign minister, who will host the upcoming UN “climate change” confab in Paris, told assembled African delegates at a UN summit in Bonn, Germany, that “we know the politics in the United States.” “Whether we like it or not, if it comes to the [U.S.] Congress, they will refuse” to approve a planetary regime ostensibly aimed at curbing alleged man-made global warming by regulating and taxing emissions of the essential-to-life gas CO2. Of course, Fabius did not mention the fact that the U.S. Constitutionrequires congressional approval for the UN schemes and all international agreements — and even then they must be constitutional. He also failed to mention that there has been no global warming in over 18 years despite UN predictions, or the fact that human emissions of CO2 represent a fraction of one percent of all the greenhouse gases present naturally in the atmosphere.

According to the Associated Press, among the first to report on Fabius’ radical attack on America’s system of constitutional self-government, the plan to foist the UN climate regime on America without the consent of Americans would mean that the agreement could not be called an “international treaty.” The AP reported that, under such a vision, there could be no “legally-binding limits on greenhouse gas emissions.” While some governments and despots in the UN are insisting on empowering the UN to impose and enforce such “legally binding limits” on America and all of humanity, it “would have no chance of being ratified by the Republican-controlled Congress,” AP observed correctly. Multiple senior U.S. lawmakers have already made that clear as well. And with Senate ratification of treaties requiring a two thirds majority, failure is all but assured.

However, Fabius, along with fellow socialists and globalists worldwide, and the Obama administration, are working on a plan to get around U.S. lawmakers in their religious quest to supposedly save humanity from itself. “We must find a formula which is valuable for everybody and valuable for the U.S. without going to the Congress,” the French Foreign Minister was quoted as saying, without explaining whether the French Parliament would also be ignored or what he would think of such machinations. While various UN member regimes and even the European Union super-state are holding firm demanding a “legally binding” global agreement, at least some appear to understand that Congress will not ratify it and that other options will be needed. After all, just 40 percent of Americans believe the increasingly discredited man-made global-warming theory, according to polls. And even less would support the proposed draconian planetary controls on their lives and businesses under the guise of battling a non-problem.
