The Muscatine County jailer who tased a woman with a genetic mental disorder as a way to force her to change her clothing in October had not completed a required annual refresher in how to use the weapon in more than three years, records obtained by The Des Moines Register show.

The records also show that at least two other inmates were tased last year by Muscatine County Jail staffers. The staffers who pulled the trigger in all three incidents were either delinquent in their training updates or had no Taser training listed at all in their records.

Muscatine County Sheriff Dave White did not return multiple phone calls about the issue.
