Muscatine County has decided to prohibit jail officials from using the “drive-stun” mode of their Tasers on inmates.
The “drive-stun” mode is generally considered a technique that inflicts acute pain on the victim but does not immobilize him.
“The issue (with the drive-stun Taser mode) is they’re not effective,” Dean Naylor, the chief administrator at the Muscatine County Jail, told The Des Moines Register on Tuesday.
When Muscatine County jailers use their Tasers, they will now be in “probe mode.” Used in this way, the Tasers shoot sharp probes into an inmate’s skin, delivering electrical shocks that temporarily disable the victim.
