On the Outer Banks of North Carolina, ocean surges were already washing over roads, slowing mandatory evacuations from the barrier islands even though Hurricane Florence remains hundreds of miles from the coast.

Heavy surf breached the dunes along Hatteras Island’s main highway, bringing traffic to a crawl, Reuters reported.

As residents prepare for Hurricane Florence’s arrival, many who survived the flooding of Hurricane Matthew in 2016 said the packed stores and long gas station lines have given them a feeling of déjà vu.
