The call July 9, 2014, started as a domestic assault accusation against Ernesto Rodriguez.
Now Rodriguez accuses the Knoxville Police Department in U.S. District Court of brutality by three officers.
In a dashcam video released Monday, Officer Fred Kimber can be seen ordering Rodriguez to give him his hands by a police cruiser.
The two are off screen, but you hear Rodriguez repeatedly refuse to be handcuffed.
