The British prime minister, Gordon Brown, announced Monday that his Labour Party would launch formal talks with Liberal Democrats to try to form a government, and that he was prepared to step down as party leader, all but ensuring that when a new British government is formed, he will not be at its head.

Reading from a prepared statement as he stood outside 10 Downing Street, Mr. Brown said that he would help steer any talks to form what he called a “progressive coalition government.”

He called for an election to choose a new leader of the Labour Party, which has controlled the British government since 1997.

“I will play no part in that contest, I will back no individual candidate,” Mr. Brown said.
