The main section of Independence Mall was shut down this afternoon after a small balloon containing white powder was found in the doorway of the Liberty Bell pavilion.

It was not immediately clear what the powder was, or whether it was dangerous.

A police source says the balloon had been kicked around by visitors to the facility before being noticed.

Police and National Park Service rangers cordoned off the area. Sidewalks along Independence Mall were closed and horse-drawn carriages were relocated away from the scene. A Homeland Security van blocked traffic along 6th Street south of Market. Some buildings facing the mall were locked down for a time.
