CIUDAD JUAREZ, Mexico — A teenage girl died Monday after being shot by federal police in the same border city neighbourhood where gunmen massacred 15 youths at a party a year ago.

The 16-year-old was shot two days earlier while riding in a car. Police said someone in the vehicle had opened fire at officers shortly beforehand.

However the National Human Rights Commission said it was investigating the shooting, in which a second girl was also wounded.

Federal police have been accused of excesses in Ciudad Juarez. On Friday, two officers were charged with killing a bodyguard assigned to the city’s mayor.

Mayor Hector Murguia said last week that officers shot the bodyguard even though he obeyed their orders to lay down his weapon.
