The officer who was seen on a surveillance video shooting a mentally ill man as he stood still was fired Thursday by Dallas Police Chief David Brown.
At a news conference, Brown announced Officer Cardan Spencer had been charged with aggravated assault in the Oct. 14 shooting of Bobby Gerald Bennett.
But the chief spoke prematurely because a district judge declined to sign a warrant for Spencer’s arrest. Instead, the judge directed detectives to refer the case to a grand jury — a lengthy process that is customary in police shootings.
