The stand-off over the carbon tax will dominate the opening week of the 44th parliament, despite the fate of the government’s repeal bills being all but assured.

Some 42 new members of parliament will be among those who descend on Canberra on Tuesday, with the first official day of proceedings taken up by ceremonies including the official opening speech delivered by the Governor-General Quentin Bryce.

The government has confirmed the introduction of the carbon tax repeal bills will be its first act of parliament. The bills are expected to pass the lower house with a comfortable majority but will be blocked by the Labor Party and the Greens in the Senate.
