“The issue of a ‘Civilian National Security Force’ — already discussed by President Obama several times — has come up again, this time before the National Defense University. But there’s no information from the White House on what was meant,” reports WorldNetDaily. The quote is taken from a Colorado Springs campaign speech where Obama described his plans for a civilian security force.
Obama’s call for “Universal Voluntary Service” was originally posted on his Change.gov website. “Obama will call on citizens of all ages to serve America, by developing a plan to require 50 hours of community service in middle school and high school and 100 hours of community service in college every year,” declared the site. After a firestorm of criticism, the text was modified. The new wording is consistent with Obama’s campaign website, which also described a college tuition tax credit and detailed “enabling” Americans to serve, rather than “requiring” them to serve. Additionally, a section on the site entitled “Require 100 hours of service in college” was removed.
Obama plans to double the Peace Corps’ budget by 2011 and expand AmeriCorps, USA Freedom Corps, VISTA, YouthBuild Program, and the Senior Corps. Moreover, he proposes to form a Classroom Corps, Health Corps, Clean Energy Corps, Veterans Corps, Homeland Security Corps, Global Energy Corps, and a Green Jobs Corps.
[efoods]Another program, the Citizen Corps, is “coordinated” by the Department of Homeland Security in association with FEMA, the Department of Education and the Environmental Protection Agency. In February, FEMA announced “a newly-formed affiliation between Citizen Corps and the United States Power Squadrons (US Power Squadrons) to help promote and improve community emergency preparedness, disaster response training for the public and volunteer service.” In 2008, the DHS announced the availability of $3 billion for “preparedness” programs for the states.
